Permit and Contractor Requirements

Call Before You Dig

Before you begin digging, remember that Illinois law requires that you call JULIE (Joint Underground Locating Information for Excavators) to request that all underground utilities (natural gas, electric, telephone, cable, water, sewer, etc.) be located and marked in the vicinity of the excavation. It's easy for homeowners and contractors to reach JULIE by dialing 1-800-892-0123, by dialing 8-1-1 (the 8-1-1 number is another option to reaching JULIE as it does not replace the existing toll-free number), or online.

When requesting a locate, you will need to provide your name, address, phone number, the location of the excavation, the start date of your project, and the size of the excavation. You should mark the area of the excavation in white paint or with stakes. You must request the locate(s) at least 48 hours (two working days, excluding weekends and holidays) prior to digging.

Construction Hours

Monday thru Friday - 7:00 a.m. to 6:00 p.m.
Saturday - 8:00 a.m. to 5:00 p.m.
No construction work is allowed on Sundays, New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day or Christmas Day.

Contractor License & Bonding Requirements

  • Plumbers must supply a copy of State of Illinois License and must sign plumbing permit application
  • Electricians must supply a copy of State or City License, purchase a $100.00 River Forest Contractor's license, submit a $25,000 signed Surety Bond and Certificate of Insurance, and must sign electrical permit application
  • Roofers must supply a copy of their State Roofing License, purchase a $100.00 River Forest Contractor's license, submit a $25,000 signed Surety Bond and Certificate of Insurance
  • All Other Contractors (Carpenters, Masons, HVAC, etc.) must purchase a $100.00 River Forest Contractor's License and supply a $25,000 signed Surety Bond and Certificate of Insurance

Permit Application Fees

  • Large project applications: 2% of the net proposed cost of the project for Single Family Residential (permit is valid for 15 months). 2.35% for all other projects (permit is valid for 12 months). Plumbing and electric permits and fees also required.
  • Fees for miscellaneous building permits: Fences, roofs, sidewalks, siding, gutter, and driveway: $100.00
  • HVAC: $100.00 (plus electrical permit)
  • Swimming pool: in-ground $100.00 (plus electrical permit), above-ground $25.00 (plus electrical permit)
  • Demolition: The fee for a permit for the demolition of a building or structure shall be at the rate of $1.00 per square foot of floor area with a minimum fee of $200.00 for accessory structures or $1,500.00 for primary structures.
  • Sign: $100.00 (plus electrical permit)
  • Electrical: $100.00 base fee plus circuits and openings. $ 9.00 per circuit. $ 1.75 per opening
  • Service upgrade: $75.00 to $200.00 (based on amperage)
  • Plumbing: $100.00 base fee plus; $15.00 per fixture; $100.00 for street and parkway openings; $100.00 for lawn sprinkling system

Construction Conditions

  1. Permit placards must be displayed in the front window of all projects.
  2. All contractors must be licensed and bonded.
  3. Contractors shall comply with the requirements of the Home Repair and Remodeling Act. (Copies available for review at Village Hall)
  4. All work to comply with 2003 International Residential Code and/or 2003 International Building Code. (Copies available for review at Village Hall)
  5. All electrical work to comply with National Electric Code 2005. (Click here for adopted amendments)
  6. Parkway trees are to be protected at all times by temporary fencing.
  7. Work zones and open excavations must be protected by temporary fencing and secured during non-working hours.
  8. All downspouts must be disconnected from the combined sewer system and discharge at grade to the front or rear yard.

Air Conditioning Compressors

Location of AC compressor units must have a side yard setback of three (3) feet from the property line and no louder than 74 Decibels.
